Why Belitung, Why then

Belitung sits in the Java Sea off Sumatra’s east coast — an island once known for tin mining, its name the origin of “Billiton” in BHP Billiton. In 2016, the Indonesian government designated 324 hectares of it as the Tanjung Kelayang Special Economic Zone, one of the country’s top-10 priority tourism destinations. The first major project, the 180-room Sheraton Belitung Resort, opened in September 2020.

Tanjung Kelayang wasn’t a speculative bet — it was a national one. Government-backed, positioned around Belitung’s granite coastline and marine reserves, the zone was built to give the island a post-mining economy. Normal . was brought onto EcoBeach and its surrounding Kepayang Islands early in that build-out, before the site had a name investors could recognize.

Who is Normal .

This was one of Normal .’s earliest engagements, and the scope reflects it. Before Normal . narrowed its practice around brand identity and experience design for hospitality, this project called for something closer to full-spectrum development advisory: concept, architecture, and the financial modeling to prove the concept out.

A different kind of assignment. It’s a useful record of where the practice started.

Concept development & positioning

Normal . developed the concept for EcoBeach and the surrounding Kepayang Islands as a natural, handmade retreat — positioned against the polish of a typical branded resort. The brand identity was built on three pillars: heritage, sustainability, and innovation, reflecting both Belitung’s mining-era history and its untouched coastline.

Site programming & architectural concept

Normal . provided creative direction for site programming and architectural concept — translating the positioning into physical form, and setting product and service standards a developer could actually build against.

Feasibility

Alongside the creative work, Normal . built the feasibility case: a 10-year financial projection with IRR and NPV analysis, giving the client a bankable model to bring to investors and lenders.

Normal .’s work outlives the initial engagement

Proof of Impact

Belitung EcoBeach is now open and operating as Billiton Ekobeach Retreat, on the same Tanjung Kelayang site the original concept work was built around. The three founding pillars carried straight through into how the retreat actually runs:

Sustainability — resorts built from local materials (nipa palm, coconut leaf, dolken logs), reused tensile membrane roofing, furniture handcrafted from construction waste timber, and a waste-energy hot water system fired by coconut coir.

Heritage — a cultural tour program, a traditional Bubu fish-trap dining concept, and Belitung’s UNESCO Geosite granite boulders positioned as the retreat’s signature landscape.

Innovation — a sea turtle conservation program on Kepayang Island and a private-island offering, giving guests a stake in the same conservation work the concept was built to support.

The retreat has also been recognized as a UNESCO Geosite destination in its own right, and takes direct bookings today — a rare full-circle for a 2019 feasibility study.


On my first encounter with EcoBeach, I thought of White Beach on Boracay or the less crowded versions in Cebu and its surrounding islands for sand so fine it squeaks under your feet as you walk.
